What is the latest date that a JUCO grad can transfer to a 4 year school?

When school starts in August (semester system) or September (quarter system). The limiting factor at this point in time is the adminssions process at the school of interest and major.
It appears that for D1, but not D2, a midyear transfer player won't have eligibility until the following baseball season.
14.5.4.1.1 Baseball and Basketball—Midyear Enrollee. In baseball and basketball, a qualifier who satisfies the provisions of Bylaw 14.5.4.1, but initially enrolls at the certifying institution as a full-time student after the conclusion of the institution’s first term of the academic year, shall not be eligible for competition until the ensuing academic year.
