And others, apparently.
There is no rule prohibiting a jump turn (or jab step) in front of the rubber.

There is no rule that says (directly or indirectly) the only legal move to 1st is backwards off the rubber.

With respect to an in-contact throw to 1st base, the rules DO say:
1. The pitcher must step ahead of the throw.
2. The "step" must gain both distance and direction towards the base with the free (non-pivot) foot.
3. The pitcher may not fake a throw.
The jump step and jab step are both legal moves but are considered to be engaged moves so they have to throw. Now, the coach says the only legal disengagement is by stepping of backwards. That is mostly true, although disengaging on a 3/1 move is also legal.
He is arguing one point and trying to use it to support another. The jump or jab step are not a legal disengagement, so he is correct. But he is trying to further that to say that the jump step is illegal, this is not true.

I would think that a member of the "MLB umpires united consultant advisory counsel(sic)-midwest region" would know the rule, even if he can't spell council.

Any idea what the MLBUUCAC-mwr is? I've inquired of two MLB umpires from the midwest and they had never heard of it.
