The athlete doesn't "have to" wait until the season is over to enter the Transfer Portal, but if their team is in the CWS, it's obvious that they would prefer to do so.

The athlete will need a waiver if they want to be eligible next year at a D2 program. One of the conditions to be eligible at a D2 using the "One-Time Transfer Exception" is that the athlete must notify their current university by June 15 that they want their name entered into the Transfer Portal.
