Indian Hills in Iowa is a very good program
IWCC iowa western has represented the mid-west in the world series for the last 4 out of 5 years.
I think it would help if the original poster defined "good program"?
Coaching staff,facilities,education, post-season appearances, tradition, # of players moving on to Pro/D1, etc?
There are several good JUCO's in or near baseball-crazy St Louis:
The following schools attract some of the better St Louis area kids. My Son has Summer teammates that will be attending:
Jefferson County CC (Jeffco)
Forest Park CC
Meramec CC
On the Illinois side, you have :
Southwest Illinois CC (near O'Fallon, IL)
Heartland CC (near Bloomington)
John Logan (near Carbondale)

yess i would like to know which programs represented the mid west in the world series and also do a good job on to moving players on to the d1 programs like missouri state
Jeffco's Head Coach, Sam Carel, was formerly an asistant at Mo State.
There have been several Jeffco players move on to MSU.
