Im a 2017 3B/If/RHP, and I feel like I am really late in the process. My top fastball velo was 83 last May and 85 across the infield, and I've put on weight and gotten stronger since then. My family was never able to afford a high end travel team for the summer. I've been to a few showcases. I've emailed coaches, mostly with no response. At this point would it be best for me to continue to email coaches, or should I call them. I have been emailing back and forth with a juco. If it was a school that was a good fit academically and I really wanted to go there, do you ask to be a preferred walk on? Academically, I can get into the majority of state schools, but it would be more difficult for a tip tier academic. Any help is appreciated.

Yes, call them....that answers the "how" question. More importantly is the "what" question. What schools are you going to contact? If you can get into a majority of state schools why not call the coaches there that best fit your baseball skills? Yes, once you have the coaches attention you can request a preferred walk-on situation if they offer it. Different levels and different schools may not offer a preferred walk-on...they may just offer a tryout to walk-on. Definitely ask the coach what their process is.
Based on your post, it appears your baseball skills have gone unnoticed so far. Can your high school, American Legion, or other coach open doors for you? It appears you have good academics behind you. Use that as leverage to the more academically focused schools that fit your profile.

I think you should also have a video made showing your skills. You can just use you phone and send it through wetransfer. I think is the name of the website. Then follow up to see if they have any interest. Send it to RC and head coach with GPA and SAT or ACT scores and academic ranking. Hope this helps.
Be careful you don't get a casual walk on invite where you discover it's thirty players vying for a handful of roster spots. As others mentioned get some weight behind your inquiries. Having your coach call would add credibility. Offering video would be a refresher on your mechanics.

Do you have a vetted list of 10-20 schools where your academic and baseball skills are a fit? In my experience, recruiting for the majority of players starts with "fishing in the right pond". At this late stage, your list of schools should be small and very targeted.
If you don't have your list together, get one this week. Academically, do you have a guidance counselor who can help with where you can fit, e.g., compare your ACT/SAT score to the 25%-75% range of a school as a starting point. Baseball wise, unless you're a monster hitter, your stated skills aren't D1...and you'd know you were by now any way. So your targeted schools are likely D3 or perhaps JuCo as you've noted.
Hopefully your showcasing has been done in front of some of these schools. If not, don't despair. For those who've seen you, call the Head Coach or Recruiting Coordinator now and ask where you stand with their 2017 recruiting class. For those who haven't seen you, demonstrate interest and share your baseball skills, i.e., fill out online recruiting and admissions office forms, email coaches and admissions reps, email your video link, etc. And call. Now is the time to call. Express your interest in their school and program directly. Visit if schools are nearby.
You note that you're a 3B/LF/RHP. Generally no school will have that combination on their roster. Schools need about 50% of their recruits to be pitchers, so it's great you pitch. I would focus on 3B/RHP or OF/RHP so position yourself one of those two ways. If you're not fast, then OF would be problematic. If you're not a great hitter, then RHP only is probably the way to go. 83-85 mph can certainly pitch at some D3's, so that skill is in the ballpark depending on which schools you're targeting.
As noted above, walking on is generally not the path. You want a guaranteed Spring 2018 roster spot, not a chance to tryout against recruited players.
