PU has all tags at 3rd, BU has all others. No exceptions. R1 is likely going half-way instead of tagging. With a ball hit down the RF line, the tag at 3rd is the tough one, and is often an educated guess. Fair/foul, catch/no-catch come first. PU can't look for the tag at 3rd until after the catch/no-catch is over.
