Yes, a NJCAA player can apply using Hardship form #1 if he has not yet participated in 20% of the regular season games.
He should consider that he may go on to play at a 4 year school. As an example, D1 requires that the JC sponsoring organization (presumably the NJCAA) have granted the hardship, and then the NCAA has to approve its own waiver.
Make sure that he has "contemporaneous documentation" showing that it is an incapacitating injury. It will be at least 2 years before the need arises to apply for the NCAA waiver.
D1 14.2.4.3.3 Medical Documentation. Contemporaneous or other appropriate medical documentation, from a physician (a medical doctor) who administered care at the time of the injury or illness, that establishes the student-athlete’s inability to compete as a result of that injury or illness shall be submitted with any hardship-waiver request.
