I don't believe you intended to ask for a scout in the "Midwest"....covers 10-15 states and millions of people.
You may also try Google...for the Major League Scouting Bureau in Canada.

Are you looking for college or pro scouts? For colleges they generally have an assistant who is the recruiting coordinator.
