When did it become legal for the (MLB)pitcher to lick his fingers while standing on the mound (dirt) with guys on or off the bases....? Was this rule change made more inline with the Fed Rule?

Yep... I don't do a lot of OBR anymore... (generally now just mens adult if needed... and they don't know anything) but this is one I didn't know they changed...
When you block a person, they can no longer invite you to a private message or post to your profile wall. Replies and comments they make will be collapsed/hidden by default. Finally, you'll never receive email notifications about content they create or likes they designate for your content.
