When did it become legal for the (MLB)pitcher to lick his fingers while standing on the mound (dirt) with guys on or off the bases....? Was this rule change made more inline with the Fed Rule?

It happened this year or last, I believe. He can now be on the 18 foot circle and do it as long as he wipes it off. No ball call anymore.

This year. One reason to get a new rule book every year.
Actually it makes it the same as NFHS Rule. Easier for us.

Yep... I don't do a lot of OBR anymore... (generally now just mens adult if needed... and they don't know anything) but this is one I didn't know they changed...
