The MLBBSB role is to identify players they feel are worthy of draft> Players are scouted by territory personnel in each part of country.
On the report the scout will evaluate categories and have a present value column along the side of future value column. This along with actual report. Each player submitted has one and report is used in recommendation of prospect.
The future value column is used as the OFP and averaged out to determine the final OFP sent to the clubs. This number holds the most value because it projects the future in the unseen aspects of the present and predicts where the player will be at Major League level.
The higher the OFP, the further up the list the player goes in order of preference to lists sent to every Major League Club.
VideoCameraTechnician is then issued orders to go out and film submitted players and film is also sent to every Major League Club.
Never forget the film we viewed in scout school with Palmero and Will the Deal Clark with former hoser Bobby Thigpen who played RF when he wasn't coming in to close games for MISS State.
These players all had this film sent to the Big League Front Offices and look what happened after Mississipi State College years for these players.
Your son has most likely been referred by a scout for his name to be entered into the draft. Some areas have bureau scouts that are more active than others due to the large number of possible draftees in the area. Our area scout holds a camp to inform players about the draft, how it works and the process and basically to answer any questions. Many potential draft picks do not use advisors so this is someone who you can get information from without making any commitment. I found ours to be very helpful. Some will also administer eye and psychological tests, film and will submit all medical information to teams if you do so desire. If you are not contacted by an area scout, it doesn't necessarily mean you won't be drafted. I know players who were drafted and never saw an area scout. Didn't even kno they were considered until the phone rang after tehy were picked.
I don't know what else they are required to do, I do know that the area scout did come to watch our son, but not sure on how much bearing that had on present or future potential or if he did reports and who they went to.
The main purpose of the Major League Scouting (MLB) Bureau, (also called the Bureau), provides information on prospects to all MLB parent clubs.
The Bureau was formed in 1974, as a cost savings initiative, as an independent group supported by all the owners.
The Bureau works with the MLB parent clubs Scouting Directors and full time scouts.
The Bureau uses a 20-80 scale to grade players and establish an Overall Future Potential rating.
The Bureau has a list of about six hundred players that will be eligible for the 2006 draft. The Bureau receives letters, phone calls, faxes from parents, girlfriends, coaches, agents about players.
Frequently, the main office (this year located in CA after many years in PA) passes info to the Bureau's scout in the territory the prospect resides or attends school.
From June thru August, the Bureau has open camps throughout the country.

Shep and Bear... Thanks for the great info. We've only had a phone call from the "Bureau" several months ago, and were told they were starting a file on my son which would be provided to all MLB teams. We've had no further contact from them, but perhaps you've explained why several pro scouts have been sending paperwork and requesting schedules. Its hard to figure out who does what and how it all gets started. Thanks for helping take the guess work out of this. We have approached recruiting and now pro scouting as a wait and see adventure. I wouldn't dream of calling scouts. My son has always believed that they'll see what he can do and doesn't want us to be proactive. One recent contact shared with us my son's ratings, velocity, and other things in their file. Many things have improved over the winter (size, velocity, CB), but my son insists that we let the scouts see what's happended, and doesn't want us to "blow his horn." We have to respect his requests as he is rapidly becoming an adult. I'm glad someone is helping us become a part of the scouting process because we are truly ignorant about pro baseball... just like we were ignorant about recruitng 6 months ago. Thanks for the help!
