Are you referring to MLB Scouting Bureau?
It's my understanding the the MLB Bureau Scout feeds the information back to MLB teams for those who may be looking hidden "special" talent.

The Bureau is funded my MLB which is obviously financed by MLB clubs.
Once the Bureau finds that "hidden" talent...it's not "hidden" anymore.
The Texas and Oklahoma Bureau scouts are some of the hardest working scouts in the country.
Some affiliated scouts cringe when a Bureau guy finds THEIR "hidden" talent...if there is such a thing today.

Colleges do not get any feedback from MLB Scouting Bureau. Any info on potential prospects goes to the ML teams.
In my opinion, I would try to play in the Metro Scout League in the fall. Playing in front of college coaches 5-6 weeks in a row is a great deal!
