My son is attending a few local (within 3 hours max drive) D1 college camps, during December and January, of teams in the northeast that he has interest in.  This is his plan, as he's decided that he wants to stay in that area for college.  He's a 2017.  I can say that as of this point, he will have a few coaches at his HS games during the spring.  Most of these colleges do not begin recruiting 2017's until the spring of their junior year.  We've even found a couple that don't recruit outside of the NY, NJ, CT, PA area.  

In my opinion, it depends on the college and purpose of the camp.  Skills based ones are USUALLY a waste.  That being said, my son was invited to a couple of hitting camps by the recruiting coach that said he wants to get him in front of the head coach.  Otherwise I would not waste my money with a camp like that.
