The link to the NCAA Eligility Center has general timing.

What is also most important, is that the student understand what the eligibility center is about and the NCAA FRESHMAN-ELIGIBILITY STANDARDS, he needs to take the required classes, get the grades, and take the SAT/ACT test needed to qualify and you need to know those early in your high school career because if you wait too long, you can not effect your overall GPA and take the classes needed for a four year school.

Homerun already included great information, and made a great point about not waiting too long. Be sure to note the Division II increase in required core courses from 14 to 16 that will be effective with the entering class of 2013 - the current HS freshmen class. Since many high school counselors do not stay as aware of this info as they should, it is important to make sure freshmen athletes are aware of this.

And, by the time this freshmen group is ready to enter college - or even before - it is possible that the Division I sliding scale could place a greater weight on the GPA versus the test scores. This was just posted on the NCAA website this morning as being considered by the Division I Academics Cabinet.
