NCAA Division II has made the following changes to their recruiting rules, and those changes are now in effect for ALL D2 sports. 

1. D2 coaches can communicate via phone, text, email or snail mail at any time with no restrictions, even with a freshman or sophomore prospect.

2.  June 15 preceding a prospect's junior year of high school is still the earliest that D2 coaches can provide an official visit or can have in-person off-campus contact with a prospect.

3.  The D2 recruiting calendars, which were already much simpler than D1, are now almost completely "open."  The only recruiting "Dead Periods" for D2 coaches which prohibit any face-to-face contact with recruits are during the 48 hours prior to the start of a National Letter of Intent Signing Period.

From what I have heard, there is no talk of increasing the scholarship limits in D2. What I have heard about in D2 is a potential roster limit - which currently does not exist. If that were to happen it would create even more competition for D2 roster spots, create more trickle down effect, and force more players to D3/NAIA (where there also are no roster limits) and/or out of the game.
