When a college coach makes an offer to a baseball player does that coach have to file anything with the NCAA? The reason I ask, we had a ball player on our team who within about 6 hours of receiving a major D1 offer, two others offered within hours after the first offer. I was wondering how that might have happened.

No they do not file anything, it is just a verbal offer. However more than likely he called other programs interested in him and they made offers. Sounds like the player is just looking for the best offer.
He probably left out that part of the story on purpose.
It could be that the coach who offered called other coaches regarding the kid, and thinking that the coach may offer, the others offered. Coincidence, but brought on by the fact the others suspected the coach that called was going to offer.
My son was recently offered, and the coach who did so called a few other D-1 coaches to ask about son. (3 that I know of)
