NCAA Violation

Is it a NCAA violation for a parent to discuss possible intentions of transferring with a D1 school even though the player currently attends another D1 school? I know there can be no contact with the new school and the player until a release is granted from the current school. How has this been handled in the past? Does a release have to be obtain before any contact can be made?

while exploring a transfer they can obtain "permission to contact" in writng from the atheletic department of the school they're leaving -

that said - what usually happens is indirect communication to coaches thru ex-hs or summer team-mates to determine a level of interest and sometimes even closing the deal pending the release
