Michael Lichtman  (creator of UZR) did some research. Mlb changed the location of manufacturing the balls but prior to Lichtman study it was said the ball did not change. 

However now Lichtman found that there are very slight differences in the balls COR, Seam height and diameter with each of them not being not enough to explain the spike but maybe a combination could.

That makes a lot of sense to me, the spike just happened to quickly to be explained by a multi factor cause.

I don't doubt it for a minute. its been a long proven fact that the Pill composition, the winding materials and the tightness of the winding makes for a "hotter" ball. 

Rawlings as I understand it, is known for its quality control, so that makes it odd that if found to be true, that any change would be "accidental"........
