Couple of comments:
Text messaging: This applies to ALL sports, not just baseball. As I recall, it was "driven" by a D1 committee, so it may only apply to D1. I am confident it would NOT apply to JUCO, just not sure sbout D2 or D3.

The other items you mentioned are BASEBALL specific. They were DEFINTELY put forth by D1 committee. Certainly can't apply to D3 as they can't offer athletic schollys.

However, TRhit recently mentioned there is an August meeting scheduled to look at the new rules (EXCLUDING Text messaging). MANY D1 coaches are not happy with the new rules (especially the 33% min).

Cutter - snoop around here and you'll find several discussions on the pending new rules. As jbbaseball mentioned, another poster (TRHit) indicated there's a meeting the first week of August to review those new rules for possible modification (??).

These new rules are D1 only.
IMO, 33% min will mean coaches will be looking for more experienced players. The schools that usually do not recruit lots of transfers will to stay competitive. Grades will become more important than ever, as in order to get some $$ freshman will need to qualify for academic $$.

While I know some of you felt the 33% min was a good idea, I really think it's eventually going to hurt incoming freshman. I hope that I am wrong.

I was told by a major D1 coach (top 10) that they were taking a wait a see attitude with the new rules. They are making their regular offers to pitchers but they were going to wait before making offers to position players. He claims that most schools will wait until late August or Sept. before offering position players to see if the rules change.
