cny2010, I am not from NY but I do agree with you that State employees especially the higher ups need some pay cuts imposed ASAP, at least here in NH.
Its not just the salary, I don't have a problem paying high prices to get the best folks if thats what it takes. But its the number of people. My town has like 13 city council members all paid. There is no need for that many, those funds could be going towards tax cuts, educations, roads, polic, fire, etc. Instead it is wasted by big government liberals.
Barney Frank has four offices all staffed on the tax payers dime. Not just salaries but leases, electric, phone, fax, internet, heat, water, etc... His title is representative, go represent the people do you really need four fully functioning offices? Also he is just one of ten Massachusetts Congressmen... That could be 40 offices for all I know.
