Our pitchers and Head Coach had some Umps come out during pre-season for some scrimmages so everyone could get ready for regular season play. During this time, one of the Umps told our staff and pitchers that:

if they were in the stretch and they started their motion by picking up their leg, R1 breaks to second base on a steal, that the pitcher could wheel to second base and it would not be a balk? Is this correct. We are under NFHS rules.

It never happened so we never got to test it in a live game, but always mwant to come on here and ask.

As long as the motion is continuous and uninterrupted, the pitcher can wheel, step to 2nd and throw (or fake a throw) in an attempt to put out (or drive back) an advancing R1.
