Just curious but our umpires have been telling us that they are not allowing the defense to throw the ball around after outs anymore.  Is this a NFHS rule or something that North Carolina is putting in?  Obviously the reason to do this would be to speed the game up but it's not going to make the next better get in the box faster.

I'm not coaching this year so I haven't been to any rules meeting to know what's going on.

Somebody is making up rules, either NC or your local umpire association.  The FED rules and common sense in this matter have not changed.

The only logical reason for not allowing players to throw the ball around is if they are using it as stalling technique on a field with no lights and darkness approaching or if weather is approaching. Throwing the ball around / away and wasting time chasing it could be a stall technique.

Otherwise, this is just BS.

?

The OP regards throwing around after an out, not between innings.

Regarding your post, we carry watches out west, but we use "umpire discretion."  I might whisper something to a base coach if the time goes beyond 1:40 without TV.  With TV, we are told to wait for their signal.

As I read, in the 2013 rule book, under "Suggested Speed-Up Rules". After Putouts...

1. After a putout in the "outfield" and with no runners on base, the ball shall be thrown to a cutoff man and, if desired, to ONE additional infielder before returning to the pitcher for delivery to the next batter.

2. After a putout in the "Infield" and with no runners on base, the ball shall be returned DIRECTLY to the pitcher.

3. Following the final out in any inning, the ball shall be given to the nearest umpire.

Those are, as stated, suggested, and requires the adoption of the state agency.

Those are suggested "speed up rules".  I know of no jurisdiction which has adopted them. There may be a few....I'm glad I don't work for them.

Got to agree....you sail that ball over the 3rd basemans head a few times into the outfield, then thats probably it for the day....

And in most cases, the coach is PO'ed at his players at that point and will just tell them that it is enough.
