Is this an AB? How is it scored in the book? He neither hit safe or was put out by his doing.

Without doing an extensive rule book search, I would think this is scored as a put out to the catcher, with an AB charged to the hitter. He was out, just like he should've been without input from the home team.
Basically, score it just like the catcher had caught the ball. In my book, that's a f-2.

This is offensive interference.
