Batter runner going to 1st, F3 sets up in the baseline to rec a throw or on top of the bag, runner makes no real effort to touch first, he just gives up realizing if he runs through the base there's going to be a collision, so he just slows down, no contact is made, and while yes, F3 was in the runners way, the runner never really made an effort to reach the base. Is this an obstruction?

"Access" is in the judgment of the umpire.

It's really not that hard of a change to deal with. It is very similar to what we've been calling in NCAA.


I understand that, but what if the runner basically gives up his effort to reach the base. I ump younger kids 8-10, and sometimes if the F3 isnt' set up properly the kids will just stop short of the base. I understand if the kid trys to get to the base and can't or has to deviate around the fielder, but I wasn't sure what to do if the kid just stops.
