Obstruction Question

Hi,
I am the coach of a 10u base team and I have a question about obstruction. The runners are allowed to lead in our division. The other day in a game, when the pitcher was throwing to pick off the runner who was on first, the first baseman kneeled down in front of the bag between the runner and the base to block the bag. Is this obstruction?

What rule code? At what point in the play did the blocking of the bag take place? Did he have the ball when he began blocking the bag?

Under all codes, it is not obstruction if the first baseman has the ball when he kneels down to block the base. If he blocks the base without the ball, it is obstruction under NFHS & NCAA rules, and may be obstruction under OBR.

The rule books says that we are sanctioned by ECTB and USSSA. It also says IAW ECTB and MLB rules. Is that the rule code? The first baseman blocked the bag before the pitcher even threw the ball sometimes and other times it was when the ball was on the way.
