Our local league umpires enforces a rule that any player who is not in the lineup has to wear a helmet to step on the field. I was wondering if any other organizations enforce this rule. When we play private schools (our public school league is atrocious) the umpires have no problem with players jogging to the foul pole between innings, but during league games the umpires state that the ball is live and that any player not in the field must wear a helmet. The only possible explanation I can see for this is Rule 1-5, but I do not understand their reasoning for this. Can anyone help me understand this?

Fed Rule 1-5-4 concerns bat/ball shaggers and requires those non-adults to wear helmets in any live ball area, even when the ball is dead....

Seems as if they are combining those rules.....if this is an adopted local rule....you will have to live with it...

As for me, in between innings, with a dead ball seems to be nitpicking to me.....
