Schools set up their official visits in sept and oct in conjunction with their football schedule (if the school has a football team).
It's quite an effective recruiting tool.
My personal opinion is their top recruits who have not commited as yet get the early september visits.
One school set up a mid october visit and called us mid september to tell us that their top recruit committed and they had limited funds for out of state students, so my son could still come for a visit, but they didn't want to waste anyone's time. Don't be surprised if this happens.
I am not sure which divisions you may be refering to, but remember D1 gets 25 and they prefer not to use all of them. My suggestion is to try to visit as soon as the invitation is extended.

Earlier is always better. During the visit it is quite common that if all goes well an offer will be made. If you are ahead of another then you have a chance to take a spot away from somebody else. You do want to visit after school is in session (some schools don't start until late September). The school will usually tie it into a football game because it gives the host kids a schedule to follow and it is more fun for all.
You're getting good advice. Earlier is better. As the schools fill their needs with the early visitors, later visitors sometimes get shut out of that school as Tiger Paw Mom describes.

A brief note...a school cannot, by NCAA rule, host your son for an "official" visit until their school is in session...sometimes late September as Benchwarmer points out.

Thanks for mentioning that about beginning school.
Also parents visiting D1 schools, before an official visit, you will receive a set of "rules" regarding the visit and information on their graduation rates.
I am not sure about D2,3.
