page 23 - situations/interps. - situation 11 on this page says the runner gets third. I say he gets home because the infraction is from the time of the throw. Of course he would be out if appealed properly.

For those who don't get the mag (sry, long):
R1 is on 3rd and R2 on 1st, 1 out. B4 hits a sinking line drive to center field. R1 properly tags and goes home, while R2 is off with the hit. F8 makes a great catch. R2 is beyond 2nd base as F8 throws back to 1st in an attempt to double up R2. The ball goes into the dugout with R2 still between 2nd and 3rd. R2 touches 2nd and goes back to 1st base.
RULING: The ball is dead and R1's run will count. R2 will be awarded two bases from the base he had at the time of the pitch (wrong) first base, so he will be awarded 3rd base. If the defense properly appeals R2 ...

This TOP award is specific to a runner who is returning to touch a base after a batted ball has been caught but is prevented from doing so because a thrown live ball has become dead.

The concept prevents an award from a base not legally attained. The table doesn't contain this "what if?" but the so-called contradiction also appears in 8-3-5.
There is two Fed only rulings on this play. First the runner is on the third base side of second when the ball is released so he cannot legally retouch first. Then his award is from TOP so he only gets third.
If it was pro rules he could legally retouch. Second his initial award would be home,TOT, then modified to third if he retouches first.
