Damon is a fine pro player because he has other intangibles he brings to the table aside of arm strength. My entire point was that a college coach needs to know more about you as a player and will not recruit you or reject you on simply how hard and far you throw from the outfield. If Damon right now tried to get recuited at a top college based on his arm strength, he would find himself playing at small D3 college. He cannot reach home plate with a throw, but he has other skills that make him an attractive player at the top level.
I would have named some random college outfielder with a terrible arm that plays for a good college , but I couldn't think of any or any that Slider would have heard of.
The question slide asked cannot be answered without factoring in other skills and factoring in the level of (d1) you are looking at and the needs and desires of the coaching staff.
