Little League rules, 11U game, runner on first with one out. Batter runner hits a ball to deep center, F8 catches the ball briefly before dropping the ball over the fence for an apparent HR. R1 thinking the ball has been caught retreats back to 1B. At the same time the batter runner rounds 1B and briefly passes R1 who is heading back to first to tag up. The ball was clearly over the fence before the passing occurred. No one saw the passing (or made issue with it) except the U1(me) and the PU. The passing was very brief, maybe two or three steps. I made no call on the passing. I just couldn't take the HR away from the kid since the ball was out of play and there was no advantage to either team at that moment. What is the proper call in this scenario?

Suppose the passing is during a live ball situation? (I.E. the ball remain live and in play) Do we have a delayed dead ball and R1 stays where ever he ends up at the end of continuous play?

And, the passing removes any force plays (assuming it was the BR who is out for passing).
