D2 is 9 scholarships per baseball team, right? Is that different in the PSAC even though it's D2?

Correct, D2 is 9 full scholarships divided up however the coach sees fit. However, it possible not all schools fully fund the scholarships.
Son received a very nice scholarship from WSSU (A D2 in the CIAA) in 2015. At the time they were fully funded. A few years later WSSU had dropped to only 5 or 6 scholarships. The last year they had a baseball program it had dropped to three. For 2020, WSSU dropped their baseball program before Covid-19 reared its ugly head.
