Definition: is it that no runner reaches? Or just no hits no walks?
what if runner reaches on say catchers interference?

No hits, no walks, no one reaches by any means.

to be a perfect game, no batter can reach first even on errors or interference; 27 batters faced and 27 out. Everyone on the field has to be perfect, not just the pitcher.

Catcher interference would be perfect game gone.
