Can a perfect game be broken up if a runner reaches on a strikeout and dropped 3rd strike?

Yes.

MLB defines a perfect a game as a game in which a pitcher (or combination of pitchers) pitches a victory that lasts a minimum of nine innings and in which no opposing player reaches base in any manner.
