This will be a rather purist view of performance enhancement but what is performance enhancement? For the sake of agrument, let us say anthing that enhances ones performance outside of plain hard work and determination is performance enhancement. This would be anything that allows you to play your sport without some outside intervention.
1) Is Tommy John surgery performance enhancement? You replace a ligament with a tendon that is twice as thick. Does this enhance your ability to throw harder and longer? Of course, it is legal and under a Doctor's care. Although, swimmers in the Olympics have been disqualified for taking prescriptions authorized by a Doctor. Are these same drugs banned by baseball?
2) Are cortizone shots performance enhancers? Could you play without the shot? How about anti-inflamatory medications?
