If your son is in a position to train during the Fall and can stay in top playing condition, I highly recommend it. Our son attended in his sophomore year and he was glad he did. It was a great opportunity to showcase without conflicting with other summer programs. It is one of PG's larger showcases and will have approx 400+ players. Very, very well organized for such a large event. It's a showcase, not tournament, format which can mean limited innings to pitch/play or at-bats. However, a great opportunity to be seen and measured against the best in that age group.

Yes, the PG Underclass showcase was well scouted. PG usually has both an Underclass World Showcase and a World Showcase each year. The World showcase is attended by seniors and some underclassmen and will be the more scouted of the two. As a Junior next year, depending on the skill level of your player, you may want to attend the second event. However, both are very good showcases to attend IMO.
