Jewels - no, you do not have to be registered with PG to be on this list or on their radar....with that said you probably stand a better chance of being on their radar by either performing well at one their showcases or standing out at one of the WWBA tournaments. They do have other ways of collecting data on top prospects that they have not seen but I don't know all the details. Maybe PG Staff will chime in here and give more info.

Chipper- If you think about it this is a fairly short list for a big state (even including HM). If anything there are probably names that could be added to the list. The area names I am familiar with appear to be solid.

Chipper - If you have not attended a PG showcase then you will not have a PG profile. They see lots of players at WWBA tournaments and I believe they collect data (velocities, batting stats, etc) from the WWBA tournaments so this is a way that many get seen without ever attending a PG showcase. Many of the top 09 players never attended a PG event until they attended the PG National Showcase last June (summer before their senior years). PG identifies all the top tier players all around the US (even if they have not been to a PG or WWBA event) and all the cream of the crop are invited to that event.
