Hi, I am a former little league coach and therefore know nothing of high school rules. In the LL rules, there is a rule stating that once per inning, you may have a pinch runner who has not been in the game offensively or defensively previously, replace an on-base runner, who can return to his position immediately afterwards. Does this rule apply to Texas high school play? Please reply with rule reference and quoted please? THANKS!

If your game is being played under NFHS rules, and your state adopts the "speed up" rules... and I believe Texas does, the only players who can have a courtesy runner is the pitcher and catcher.
In the 2006 NFHS rule book.. Page 65 Under Suggested Speed-Up Rules

Under the rule:
1. At any time, the team at bat may use courtesy runners for the pitcher and or catcher.
2. The same individual may not be used for both positions (pitcher and catcher) during the game.
3. Neither the pitcher or catcher will be required to leave the game under such circumstances.
4. Players who have participated in the game in any other capacity are ineligible to serve as courtesy runners.
