In part: Rule 6,Section 1, Article 3 (Penalty)

"The ball is dead immediately when an illegal pitch occurss. If there is no runner, a ball shall be awarded the batter. If there is a runner, such illegal act is a balk."

Additionally, in the FED quartelies, McNeely has taken the position that if something is illegal and penalized with runners on base, it should also be illegal and penalized with no runners on base. He has ruled that the above penalty that directly applies to violations of Rule 6, Section 1, Articles 1,2,4 also applies to Rule 6, Section 2, Article 4.

Casebook 6.2.4 Comment B sort of hints at McNeely's ruling.

It is unfortunate that the content of all the quarterlies hasn't been assembled into a reference book.

My personal advice would be to contact you lead State FED clinician for a the ruling that applies to your state. Some follow the McNeely opinion and some do not.
