pitcher had to step off

Palomino game. No outs, R1, pitcher both feet on rubber, ball in right hand at his side, turns and throws to first base and successfully pick off the runner. Offensive coach wanted a balk called because he felt pitcher had to step off before throwing to 1B.

Partner and I conferred; being that he handn't started wind up he didn't NEED to step off before throwing to 1B.
Correct, or not?

Legal under PRO rules as long as he steps toward first before the throw.

Balk under FED Rules.

If he hasn't started his wind-up and he steps to first then it is perfectly legal. 8.01a
