NFHS rules:

Where does it say that it would be a balk to throw to an unoccupied base (or am I wrong about it being one)? Example would be R2 breaks early, P just steps toward 3B and throws there to get him (as opposed to stepping off first and becoming a fielder). I can't find it in the rule book. My JV pitcher did it yesterday while I watched from the pressbox and I waited for them to call a balk and they never did. I grabbed my rule book to find the rule and couldn't find it!!

6-4-b. After you read it, you will know why a balk wasn't called.

If the pitcher is in the process of bringing his leg straight up, can he pivot or turn to second to get the runner or is he committed to going to first?

As long as it's one continuous move, he can throw to 2nd.
