What are the current rules regarding gloves used by a pitcher for HS and college? i.e. color, two-tone, etc.

I know of several players that use longer gloves for OF and 1B and I know that every manufacturer of gloves makes gloves and 1b mitts 12 1/2" and bigger that are marketed to baseball (not softball). So does this mean you can use a 14" glove in HS and only a 12" glove in college?
