Smokey, on the money as usual regarding Bill Copp. I hadn't mentioned him for lessons as I didn't think he had the free time but if you can get lessons or get on his team you won't find any better teacher. (disclaimer, my son's uncle, lives close and 100% family discount).
Has worked with my son since little league and can teach mechanics in a way kids can understand no matter the level. Also works with kids on mental game & setting up hitters which is vital at upper levels. He reached AAA before injury ended career and got there by knowing how to pitch.
There are some good pitching coaches that are coaching for High School Teams. My son worked with Todd Fine at MVP last winter and he made a big difference for him. Todd ironed out some mechanical issues and gave him a better idea of thinking and pitching. It prepared him well for the HS season. During the summer, my son worked with Les Kallas, The Barrington High School Pitching Coach with the summer team and the Legion Team. The great thing is that they (Todd & Les) both were on the same page and my son was able to build on what he started in the winter. I think too many people assume that their HS coaches aren't as good as some of the others. Give them a chance. I'd say that if a school has a record of producing good pitchers soemone must know what they are doing.
