Pitching question

We recently played a team where the pitcher was set on the rubber and was wiggling his glove before the pitch. He started while getting the signal and then became set and delivered the pitch. His body came to a set but his glove never stopped shaking. Is the legal?

Shaking as in cold outside or shaking as in continuing to move it around.

The kid have a tic?

Coming set is very specific, one must come to a stop, that includes everything.

I had a kid that had a twitch, he'd come set, then as he inhaled or whatever, I'm not kidding ya, his shoulders and whole diaphram would gyrate in what looked clearly like a deke to decieve to me.

This was in my coaching days, I had him for three years, he never got called for it once? Good thing too cause he could not stop it, no matter how I coaxed.
