It's amazing that athletes playing other positions throw very hard and when asked to pitch, throw 10 mph slower. When athleticism is left out of the equation of proper mechanics, this is the result. An athlete is taught to move his body in a certain way to pitch a ball and gets the athleticism sucked right out of him. First make sure that the balls from the outfield really are smoking. Most of us can be deceived by how a pitcher throws. Some pitchers look like they are throwing hard but aren't and some look like they are throwing easy when they are really bringing it. The same goes for fielders. The player may just look like he's throwing harder from the outfield.

If the zip is really there from 3b and the outfield you need to simplify the motion and get him to throw to the plate like an infielder/catcher and see if the speed is there.
