This is a myth perpertuated primarily by those local associations who create their own mechanics.

Perhaps we can put this to rest by noting that with R1 or R1/R3 PU may very well have the first play in the infield. With R2 or R2/R3 PU will have no plays in the infied. With R1/R2 and less than two outs, PU could very well have the first play at third after a tag up at second.

In North and Central Jersey the 3 chapters I'm familiar with all teach that if the ball stays in the infield, the base umpire has 1st, 2nd and 3rd. Like Mr. Tayor suggested get the CCA, PBUC manual or even start off with the NFHS umpire manual. Better yet, contact Mr. Larry White with the NJSIAA, I'm sure he would help to straighten out your chapter.
