Around these parts the base Ump has both of those calls.

I have heard groups teachng the PU has the second play in the infield. This is a very old and seldom used mechanic. It was abandoned for the more current mechanic of the BU has it all.

This is a myth perpertuated primarily by those local associations who create their own mechanics.

Perhaps we can put this to rest by noting that with R1 or R1/R3 PU may very well have the first play in the infield. With R2 or R2/R3 PU will have no plays in the infied. With R1/R2 and less than two outs, PU could very well have the first play at third after a tag up at second.

Tell your training official to buy a CCA manualor a PBUC manual and see what it says. Or ask them if they would like some guest instructors, I could bring some excellent instructors up to teach your group. You aren't that far away.

In North and Central Jersey the 3 chapters I'm familiar with all teach that if the ball stays in the infield, the base umpire has 1st, 2nd and 3rd. Like Mr. Tayor suggested get the CCA, PBUC manual or even start off with the NFHS umpire manual. Better yet, contact Mr. Larry White with the NJSIAA, I'm sure he would help to straighten out your chapter.
