Is it considered a delay of game when a catcher throws down to 1st base with every walk?

I have not reviewed the Pony rules in some time, but I do not recall a provision for a delay of game for the catcher throwing to first on every walk.
I attempted to look at the Pony web site to review the rules, but it looks like the Pony rules are no longer available on-line, but are available for purchase.

It is not delay of game. Pony uses OBR with age modifications.
If you got a runner on third and they are doing the whole draw a walk and keep going to second to score the run then the perfect defense is to throw it to first. I can't see that being a delay because it's still part of the play but if there is nobody on then yeah it's a delay.
