Is it allowed for a team to take batting practice before a NFHS game?

I see you are in SoCal... We are part of the CIFSS and most teams/leagues in our area schedule pre-game hitting, whether on the field or in the cage. It is against playoff rules but not regular season.
Why would it not be allowed for playoffs? Why would governing bodies even get involved in this to make any kind of rule? In NC the coaches contact each other to see if it will be offered or not. If it's a single varsity game then BP is before the game. If there is a JV game before the varsity game then it is done in the cages. Teams will even take BP at their place before they get on the bus for an away game. When I was in KY nobody did BP before games for both teams so I would take it before we left if time allowed.
I was informed by my Instructional Chairman that BP is not allowed during the regular season or playoffs is CIF-SS.
Well, like I said, we're in CIF SS and have been doing it for ten years along with all teams in our league and area and AD's are all aware. There is specific wording in the Blue Book that addresses playoffs, which I'll pull up when I have more time. I have been through The Blue Book and rule book many times and never heard any such thing. I'd love to know what his reference is.

I remember California teams who have had to forfeit playoff games because of pre-game hitting. Ridiculous.
Leagues can impose rules that do not preclude NFHS rules.
