Probably legal,I will defer that for the HS folks though. He's still only getting eight though.

Ethical, hmm, doubtful IMO.
Just a home coach trying to get the V's goat.

Visiting pitcher gets the same amount, so no big deal.

I have seen pitchers attend and participate in infield warm-ups, can't say I've ever seen one pitch though.
My issue is he warms-up (30-40 pitches) and it doesn't matter whether they are at home or not. They did it at our place as well and we have a good visitor's bullpen. I asked other coaches if they did it at their place too and all said yes. I see it as a way for his pitcher to get an unfair advantage. I personally will not allow my pitcher to do it, I think it goes against baseball etiquitte. Just wondering if it is against the rules.
This is one of those things that is not covered for NFHS rules....It is however a rule or Official Interpretation in higher baseball....I am imagining that since the quality of many HS fields is often questionable and the availability of a warmup mounds or bullpens is not a given....

that being said....

NFHS has no provision in the rules to prevent this...

NCAA- The pitchers may not warm up on the Game mound...if the visitors bullpen mound is not acceptable, the visitor may appeal to the UIC for permission to use the home team practice mound...the pitcher may have a maximum of 20 minutes in the last 30 minutes prior to the pregame meeing...

OBR- In pro rules the point is not covered in the rule book, but there is an official interpretation from PBUC

Off Interp- 286-405 PBUC Manual- the home team pitcher may not warm up on the mound before a game, insteasd he must use the bull pen mound, just like the visitors pitcher....

SO nothing you can do about HS, But college and Pro or youth leagues that use pro rules, it is not permitted....

Hope this helps...
