A scout or coach would probably look at all available info to project what he thought that guy could throw in another year and a half roughly. They would look at his body, his mechanics, etc. For example, is he long and lean with the potential to add some strength and weight, or is he already kind of physically mature? Does he throw 86-87 easy, or is it max effort? You didn't mention his size, or even his age (there could be as much as a year of difference in age from one junior to the next).

Also, a key point would be does he cruise now at 86-87, which would mean touching 89 or 90? I'm guessing that he touches 86-87, so he probably cruises 83-84. Assuming he was sound mechanically and the standard level of offseason work, most guys are probably going to add 3-4 MPH to both cruising and max velocity from just a year of physical maturity.

So, that's just a basic guess, but there are a lot of variables which you didn't mention.
