Rationale: In every baseball program, with the exception of NFHS and those few programs using NFHS rules, a balk is a delayed dead ball. Second, the offensive team should not be penalized for a pitcher’s actions. If a pitcher balks and the ball is still delivered to the plate, the offensive team should be able to take the result of the pitch or the balk, whichever is more advantageous to them.

The issued needs to be addressed. The solution is the wrong one.

If they are go to reference MLB and NCAA as having the rule right, then should adopt their enforcement as well instead of inventing yet another rule.

If everyone, including B/R advances at least one base, ignore the balk. Giving and "option" is unnecessary and continues to keep FED out of the mainstream of baseball.

Huh? There's no option on a balk in any ruleset. The OP is an example of a proposed change.

Also, in the instance of catcher's obstruction (which there can be an option,) you DO give the manager the option in FED.
