What happens when a student who has a provisional acceptance does not get full admissions after Freshman year? Would they have to sit out the next year at another D1 or DII or III? I don't see this covered anywhere on the NCAA site.

By rule 14.5.2 (b), he is considered to be a transfer student. So he would have to sit out a year if he transferred to a D1, unless he met the unrecruited exception.
All divisions require incoming transfer students to have been academically eligible at the previous school. Depending on the circumstances, he might have to sit out in all three divisions.
